If you are going to "apologize" for something, Bradley, apologize
for your behavior -- not for my feelings. I have asked the city
attorney and DONE to assist in whatever way possible to get the
minutes. That request DOES NOT absolve you of responsibility for
getting them -- it merely gives you another avenue of assistance if
you choose to avail yourself of it (and gives them warning that this
request may be taken further if you continue to fail to respond
appropriately). You have now told me that you are going to stop
attempting to comply with my request, so I strongly suggest you
reconsider and speak with Peter King or Rose Ibanez. There are
legal consequences for refusing a public records request. Paula
Bagasao has forwarded me the unapproved minutes from the Ad Hoc
Education Committee. She, at least, apparently understands the
seriousness of my request.
As for patience, people have been asking for the GPNC minutes for
quite some time, without success. They are a PUBLIC RECORD and by
law, should be made available if they exist. If you have a minute
taker who is not providing them, go to DONE and get a new minute
taker and ask DONE's help in getting the past minutes. The AppleOne
employees are being PAID by the city to provide the minutes -- if
that's not happening, you should be taking steps to correct the
situation, not asking for my patience.
My biggest frustration is with your attitude. Your initial response
tells me to go download minutes that do not exist, and now you tell
me you're not going to comply with my request. And by the way,
Bradley, as are many other folks, I'm a stakeholder in more than one
NC area.

Dear Bradley:
I am very frustrated by your response -- or lack of response. You
have referred me to the GPNC website when you are undoubtedly well
aware that the only minutes posted on the GPNC website from the
current year (2007) are the unapproved minutes of the January 30,
2007 board meeting. There are no other minutes available on the
website for any other meetings from the current year. Minutes have
apparently been approved during meetings, and those minutes should
be made available to me immediately.
The law is very clear on the requirement that public agencies make
public records available at the earliest possible time. In
addition, while a reasonable time period may be granted when public
records must be searched and found, in my opinion it is ridiculous
to claim that the minutes for almost this entire year are
unavailable. If that is, indeed, the case, then there is a serious,
serious problem with your organization. I am copying my response to
Rose Ibanez and Peter King, with my request for their immediate
assistance.
The stakeholders have been waiting nearly six months for the GPNC
board to post current minutes. My patience is at an end, and I
expect a more appropriate response by the end of the week.

Is Captain Jack (Mayor Sam Blogger) Saying The Mayor and His Drinking Buddy (Mr. DWP) Want to Bust The Union?
Zuma lad, you know I too have been hitting you upon the noggin with a request to look at "expense reports," have I not? I suppose you need just a little bit of a hint to get you moving in that direction, savvy?
The other evening, if you will, I was at a fine dining establishment having an enjoyable dinner with one of the pirates from another crew that sails in similar waters, but under a different flag, savvy? Two gentlemen came in, sat themselves down and began to enjoy themselves immensely; they were cussing and swearing up such a blue streak that we thought they were Corsairs, savvy? But they were not. Who were they? In a minute, lad.
Now you can imagine my surprise upon seeing these two men together in the same room. Discussing things that if asked each would swear upon a stack of Bibles that they did not even THINK of discussing....things like dealing with the Union, inside information for use in hoodwinking certain union officials, etc. And all the while using language that even made my pirate ears hurt. Now I may be a pirate, but I am a well-spoken one, I am. And a quick word with the proprietor confirmed that these two meet to have dinner on a regular basis.
So, the more alcohol these two consumed, the worse and louder the profanity became (especially when discussing the union associated with the entity that one of the blokes represented) until it got to the point where it was no longer pleasant to be in the vicinity of these two. The proprietor apologized profusely but what could he do? These two are regular patrons. They meet quite often to discuss how one will appear before the public in one manner but differently in private.
Oh, and who were the two? Villabarbosa and the man who is in charge of the light and power. Imagine those two discussing how to bust the union over a good bottle of wine, savvy?
Yes, please take a look at expense reports. There's more shiznit to be heard once this little tidbit reaches the ears of them that read and report, savvy?
And before I forget, the proprietor (bless his heart) will vouch that Captain Jack Sparrow is BY FAR a better tipper than the other two blokes.

Alright! So it's IRAN that they want to prevent these pension funds from being invested in. However, CalPERS and CalSTRS are against it themselves. You see, the rest of the world is not "libertarian theologists", and will not held back in this capitial, free-market global society, and will end up costing a lot of money, and isn't the best investment of the investment. AB 221: Prohibit Public Pension Investments in Iran
CLA RECOMMENDATION:
Adopt Resolution (Weiss - Garcetti) to include in the City's 2007-2008 State Legislative Program, SUPPORT of AB 221 (Anderson) that would prohibit the Californa Public Employees' Retirement System (CalPERS) and the California State Teachers' Retirement System (CalSTRS) from investing public employee retirement fuds in companes that have specified energy or defense-related operations in Iran.
SUMMARY:
AB 221 was introduced on Januar 29, 2007 and passed the Assembly on June 5, 2007. This bill seeks to prohibit CalPERS and CalSTRS from investing public employee retirement funds in companies that have specified energy- or defense-related operations in Iran, including businesses that are involved in the development of Iranian petroleum resources. The provisions of this bill state that
the boards of CalPERS and CalSTRS will be required to determine companies that have business operations in Iran and review publicly available information regarding companies with business operations in Iran by March 30,2008.
AB 221 also provides that the provisions of the bill will be repealed once Iran has been removed from the U.S. Department of State's list of countries which have been determined to have repeatedly provided support for acts of international terrorism or when the President determines and certifies that Iran has ceased its efforts to design, develop, manufacture, or acquire nuclear explosive devices or related materials and technolgy.
Existing law does permit the Legislature to prohibit certain investments by a retirement board where it is in the public interest to do so, and provided that the prohibition satisfies the standards of fiduciary care and loyalty required of a retirement board.
Supporters of AB 221 state that the movement to divest public pension funds from foreign, publicly traded companies that have business ties to known terrorist-sponsoring countries has grown. Supporters also state that the national security of the United States could be threatened if the U.S. continues to support countries known to be involved in terrorist activities. The author of AB 221 stated that this bill "will protect state investments from profound risk and ensures that the milions
of Californians who depend on CalPERS and CalSTRS for their retirement income need not fear the risks to their portfolio associated with funding business in a terrorist regime."
However, CalPERS and CalSTRS are opposed to AB 221. These organizations are concerned that this bill will impose an investment mandate or restrction on the boards' investment opportunities authority and may create unreasonable costs or complexities for the administration of the systems. Both systems have stated that divestments negatively impact the systems by reducing investment options, increasing volatility, and reducing the earngs ofthe funds. CalPERS reports that potential costs ofthis bil include: 1) $350,000 in administrative costs to be used for researching which companies are involved with business operations in Iran, correspondence with these companies, and preparng the required report to the Legislature; 2) $20 milion in divestment costs; and 3) the potential to lose $66 milion in fud value over a five-year period because of an expected fall in the rate of retu on these investments. Similar to CalPERS, CalSTRS also opposes AB 221, however CalSTRS is also recommending that the bill be amended to conform to their recently adopted legislative divestment policy (Attachment C). On May 16, 2007, the City Council considered the Community Redevelopment Agency's
(CRA) Fiscal Year 2006-2007 Mid-Year Budget Adjustment request. At that time, the Housing, Community and Economic Development Committee (I-ICED) had submitted a report on the matter which was circulated to the members of the Council.
Also at that time, several amending motions were considered. Inadvertently, however, the HCED report was not placed before the Council and only the Motion (Reyes - Wesson) was adopted. The HCED report included recommendations from the Chief Legislative Analyst and the City Administrative Offce that would allow the CRA to transfer approximately $25 million in current year resources and to recognize and allocate approximately $116 million in unencumbered and new revenue carried-over from the prior fiscal year. The HCED report also ineluded language relative to the swap ofCRA funds for CDBG funds relative to the financing of Community Based Development Organizations (CBDO). A correction action is now necessary.
I THEREFORE MOVE that Council's action of May 16, 2007 (Item No.5) relative to the
Community Redevelopment Agency's Fiscal Year 2006-2007 Mid-Year Budget Adjustments (C.F.No. 07-0409) be amended to inelude recommendations No.5 and No.6, as follows:
"5. Authorize the Community Redevelopment Agency (Agency) Chief Executive Officer
CEO, or designee, to amend the Fiscal Year 2006-07 Agency Budget and Work
Program, as follows:
a) Transfer existing resources within the 2006-07 Budget work program
objectives in an amount not to exceed $25,090,161 as detailed in Attachment
Band F ofthe Agency's Mid- Year Budget transmittal dated February 1,2007;
b) Recognize $116,356,494 in additional 2006-07 Unencumbered and New
Revenue, as detailed in Attachment Two, and transfer from this amount
$12,234,890 ($11,734,890 - Land Acquisition Fund - GA9990) to a new
account entitled Agency General Revenue Reserve, expenditures from which
require Agency Board of Commissioners and Council approval; and,
c) Create a new Objective for State Bond Fund Administration - Citywide Nonhousing
(CN2800).
6. Authorize the Agency CEO and the General Manager, Community Development
Deparent (COD), or designees, to enter into a Cooperation Agreement and
Implementation Agreement(s) as necessary, for the use of$4, 150,685 in Bunker Hill

Voter Deception Bill Passes House
Democrats cited cases from the last election where naturalized citizens in California with the right to vote were sent letters in Spanish saying it was a crime for immigrants to vote, and voters in Virginia receiving calls falsely telling them they were ineligible to vote.
WASHINGTON (AP) Those who knowingly convey false information with the intent to keep others from voting would face up to five years in prison under voter deception legislation that passed the House on Monday.
The legislation, passed by voice vote, was spearheaded by Democrats who cited alleged incidents during the 2006 elections of minorities, immigrants and other legal voters being misled about election dates, guided to the wrong polling sites or told they were ineligible to vote.
"This reform will put an end to campaign practices that disenfranchise thousands of American voters and will give citizens the right to cast a ballot free from intimidation and misinformation," said Rep. Rahm Emanuel, D-Ill., a chief sponsor of the bill.
The bill would make it a federal crime, subject to five years in prison and fines of up to $250,000, to knowingly provide false information with the intent to disenfranchise another person in a federal election.
It would increase from one year to five years the maximum prison term for voter intimidation, which is already a crime.
The measure also would require the attorney general to provide voters with accurate election information when allegations of deceptive practices are confirmed, and to report to Congress on allegations of deceptions after each federal election.

Man...she was really lucky to get hired by CM Jose Huizar's office -- AND be allowed to still serve on the 912 Review Commission. (After ZD was told Huizar was told by some City Hall powers that be, that she should step down from 912 Review Commission, if Huizar was to hire he. She hasn't stepped down. But was hoping to see her at last week's meeting. But she was absent.

She became was good friends with Sarno while working together in Councilmember Villaraigosa's office, and sources feel that she only got the contract because she needed the money.
Any contact over $20,000 needs to be approved during a public meeting at the Board of Neighborhood Commissioners. Hoang's contract was for $20,000. SURPIRSE!!! Just the amount to not have to be approved by the Board...just Lisa Sarno, herself. (As in HER-self.)
AND ZD SEES ZERO PERCENT EVIDENCE THAT ANY OF THAT STUFF WAS DEVELOPED, LET ALONE IMP

Any contact over $20,000 needs to be approved during a public meeting at the Board of Neighborhood Commissioners. Hoang's contract was for $20,000. SURPIRSE!!! Just the amount to not have to be approved by the Board...just Lisa Sarno, herself. (As in HER-self.)

[Haco Haung though, I don't see it...so maybe that's just about a shady patronage contract. But the person who tipped me to this doesn't care about a $20,000 DONE contract!]

SPEAKING OF CITY HALL BABYSITTING: (Were we?) Did CM Ed Reyes have an extra room built in his office for day care? I don't know if the room was ever used for that...but if it was (or still is) that means his kids were there either; unsupervised; a paid sitter ran a babysitting business out of City Hall, or city staff did the alledged sitting.

Ted Hayes, the event organizer, was granted a permit to assemble in Leimert Park but that didn’t happen.
WARNING: GRAPHIC AND DISTURBING IMAGES. DO NOT WATCH IN PRESENCE OF CHILDREN. NO VIOLENCE, JUST WORDS. I do not bring this to your attention as a debate on "immigration", but as a window as to the healing that needs to occur in our community. It is very sad to see such devisiveness within the community. Everyone needs to step back and look at the bigger picture. They are both actually on the same side of the problem (political fraud, waste and abuse). It will be a challenge to have everyone unite, because people don't seem to want to unite. There is a lot wrapped up in people's ideas and beliefs, based on hundreds of years of stories being passed down the line. We need to start telling the SAME story. The story of what's happening to everyone (Eminent Domain, tax and fee hikes, traffic, over-construction, and the overall fraud,waste and abuse of city property, time and funds that CREATES MORE of the poverty, they are crying that they want to "end". (Of course, they want YOU to give something back, like your money, to help end this poverty that they cause with their corruption. So the politicians are probably just thrilled to see the diversionary tactic of "the hatfield and mccoys' fued...as long as it doesn't start to hurt travel and tourism. THEN, they will have to "have us all just get along".
